VEB has the right to invest citizens’ pension savings in two investment portfolios:

– basic: formed from bonds of the Russian Federation and corporate bonds of Russian issuers guaranteed by the state;

– extended: formed from government securities of constituent entities of the Russian Federation, corporate bonds of Russian issuers, state-guaranteed deposits in rubles and foreign currency in credit institutions, mortgage-backed securities, bonds of international financial organizations.

When changes are made to the unified register of insured persons for compulsory pension insurance or when the Pension Fund of the Russian Federation satisfies an application for choosing an investment portfolio with the establishment of a pension provision option that provides for the allocation of 6.0 percent of the individual part of the insurance contribution tariff to financing a funded pension, an option is established for such citizens pension provision, providing for the direction of insurance contributions to a funded pension.

Before the exercise of this right of choice, as well as for persons who have not exercised this right, a pension provision option is established that provides for the allocation of the insurance premium in full to finance the insurance pension - that is, the formation of only the insurance pension.

If, after the expiration of a five-year period from the date of the first accrual of insurance contributions for compulsory pension insurance, these insured persons have not reached the age of 23 years, this period is extended until December 31 of the year in which the person reaches the age of 23 years (inclusive).

In addition, a citizen born in 1967 or younger who, before December 31, 2015, chose the pension option in favor of forming a funded pension can at any time choose to refuse its formation. During the period of the Government moratorium on the transfer of insurance contributions to the funded pension compulsory pension insurance paid by employers for their employees; such a citizen receives only an insurance pension until the moratorium is lifted.

15. How can I change my choice of pension insurer?

To transfer pension savings from the Pension Fund to a non-state pension fund, you must first select a non-state pension fund. A complete list of funds operating in compulsory pension insurance can be found on the website, which is the regulator of their activities.

Then the insured person needs to contact the selected non-state pension fund and conclude an agreement with it on compulsory pension insurance.

After this, no later than December 31 of the current year, you must contact the Pension Fund with one of the following applications:

– on the transition from the Pension Fund to a non-state pension fund that provides compulsory pension insurance;

– on the transition from one non-state pension fund to another non-state pension fund;

– on the transfer from a non-state pension fund that provides compulsory pension insurance to the Pension Fund of the Russian Federation.

Submission of these applications is carried out in the following way:

– in person (through a representative) to the client service of the territorial body of the Pension Fund or through the multifunctional center for the provision of state and municipal services (MFC). In this case, identification and verification of the authenticity of the signature of the insured person is carried out by an employee of the territorial body of the Pension Fund of Russia or an employee of the MFC;

- by mail. In this case, identification and verification of the authenticity of the signature of the insured person is carried out by a notary or in the manner established by paragraph 2 of Article 185.1 of the Civil Code of the Russian Federation, or by officials of consular offices of the Russian Federation, if the insured person is located outside the Russian Federation;

After transferring pension savings to the selected non-state pension fund, it becomes your insurer for compulsory pension insurance in terms of the formation of pension savings, that is, after retirement, it will not be the Pension Fund, but the non-state pension fund that will pay you pension savings.

16. How can I get a certificate for maternity (family) capital?

In order to receive a certificate for maternity (family) capital, you must fill out an application for issuance of a state certificate for maternity (family) capital at the territorial body of the Pension Fund of the Russian Federation at the place of registration or the citizen’s Personal Account on the Pension Fund website and submit the necessary documents.

The period for consideration of your application is no more than one month from the date of its submission. After this, within five days you will be sent a notification containing information about the decision made (to issue or refuse to issue a certificate). If the decision is positive, you will be able to receive a state certificate for maternity (family) capital at the territorial body of the Pension Fund at the place of registration and at a number of multifunctional centers for the provision of state and municipal services.

17. What documents are required to obtain a certificate for maternity (family) capital?

Since 2015, citizens' pension rights are based on pension points. All pension rights previously formed in rubles were converted into pension points without reduction. When assigning an insurance pension, they will be taken into account along with points.

An old-age insurance pension is assigned upon reaching retirement age: 60 years for men, 55 for women. Some categories of workers are entitled to early retirement.

Age is not the only condition for granting a pension. Another factor is the length of service of a certain duration that must be accumulated during working life. In 2017, 8 years are enough for those retiring, but the minimum required length of service increases every year. By 2024, it will reach 15 years, in accordance with the law “On Insurance Pensions”.

The third condition is the presence of a minimum amount of pension points. From 2025, every citizen retiring will have to “show” at least 30 points.

The number of accumulated points is calculated from accrued and paid (the employer pays for the employee) insurance contributions to the compulsory pension insurance system, as well as the length of work experience. For each year of work of a citizen, he or she develops pension rights in the form of pension points.

The maximum number of pension points per year from 2021 will be 10; in 2017 you can accumulate no more than 8.26.

Two pension options

The pension option chosen by the citizen also affects the calculation of annual pension points. When forming only an insurance pension, the maximum number of annual pension points is 10, since all insurance contributions are directed towards the formation of an insurance pension. But if you choose to form both an insurance and funded pension at the same time, then the maximum you can accumulate is only 6.25 pension points per year, since 27.5% of insurance contributions are directed to the formation of pension savings.

Citizens born in 1967 and younger, who before the end of 2015 made a choice in favor of forming a funded pension, can change their choice at any time and direct 6% of insurance contributions to form only an insurance pension.

Young citizens just starting their careers will have the opportunity to choose a pension option (insurance only or insurance and funded) within five years from the date of the first payment of insurance contributions. If a citizen has not reached the age of 23, then this period is extended until the end of the year in which he turns 23.

When choosing a pension option, you should take into account that the insurance pension is guaranteed to be increased by the state through annual indexation. Pension savings are not indexed. These funds are invested in the financial market by a non-state pension fund (NPF) or a management company to which the citizen will transfer his savings. Profitability depends on the results of their investment: it may be higher than the indexation amount, but losses are not excluded. In this case, only the amount of insurance premiums paid is guaranteed for payment.

All citizens born in 1966 and older receive only an insurance pension.

Obtaining the right to an insurance pension depends on the year of appointment: the minimum insurance period increases annually: in 2017 - 8 years, in 2018 - 9, and so on until 2025, when its level reaches 15 years. The minimum amount of pension coefficients is also growing, annually by 2.4 points: in 2017 they will need 11.4, in 2018 – 13.8, and so on until 2025, when it will be 30 points.

In 2017, due to the moratorium on the formation of pension savings, citizens have rights only to an insurance pension. At the same time, all previously formed pension savings are still invested by management companies and non-state pension funds on the market and will be paid to you after retirement, taking into account the investment income received.

How to calculate your pension yourself

To calculate the amount of the insurance pension, you need to multiply the amount of accumulated pension points by the value of the pension point in the current year, and then add a fixed payment to the result. The “cost” of a point in 2017 is 78.58 rubles. This amount is indexed annually by the state. The fixed payment as of February 1, 2016 is 4,558.93 rubles (also indexed annually).

Pension points are awarded not only for the working year, but also for military service on conscription (1.8 points per year), caring for children under one and a half years old (1.8 points for the first child, 3.6 points for the second, 5. 4 points - for the third or fourth), caring for a disabled person or an elderly person over 80 years old (1.8 points). The period of residence of spouses of military personnel together with their spouses in areas where they could not work is also taken into account, as well as the period of residence abroad of spouses of diplomats (1.8 points, but not more than 5 years in total) and some other situations provided for by law.

The amount of pension points depends significantly on the delay in applying for a pension – several years after reaching retirement age. For each year of later application, the insurance pension and the fixed payment to it will be increased by the corresponding “premium” coefficients.

For example, if you apply for a pension 5 years after reaching retirement age, the fixed payment will increase by 36%, and the amount of individual pension coefficients will increase by 45%; and if after 10 years, then the fixed payment will increase by 2.11 times, and the sum of individual pension coefficients by 2.32 times.

For disabled people of the first group with insurance experience, citizens over 80 years of age, citizens who worked or lived in the Far North, the insurance pension is assigned in an increased amount due to an increased fixed payment or the use of “northern” coefficients.

Until January 1, 2014 The labor pension of a Russian citizen was formed (due to employer contributions to the Pension Fund) in the form of two parts: insurance and funded.Insurance part (16% of payroll) depended on salary and length of service; funds received for the insurance part were immediately sent to current payments to pensioners while simultaneously forming pension obligations to the citizen. From January 1, 2014 After the adoption of a number of legislative acts concerning the structure of the pension system, a moratorium was introduced on the formation of funded pensions. Previously (2014 and 2015), people engaged in working activities were asked to choose how their future pension would be formed - only an insurance pension or an insurance and funded pension. True, the right to choose was granted only to citizens who were born no earlier than 1967.

Attention! Currently, the deduction of insurance premiums for the funded part is suspended, so citizens can only manage current savings accounted for in their personal account.

The funded payment system has potential advantages, since citizens can theoretically influence the size of their own pension. However, the practical implementation of this right is currently extremely ineffective and does not allow a significant increase in the amount of capital.

Formula for calculating pension payments


The formation and payment of labor pensions is carried out by the Pension Fund of Russia in accordance with Federal Law No. 400-FZ.

The monthly payment that will be established for citizens in the event of an insured event includes:

  • fixed payment;
  • directly the insurance part, which is calculated based on the amount of capital, the number of points, as well as the age of the applicant.

To find out how the insurance part of the labor pension is formed in 2019, it is enough to know the calculation formula set out in Federal Law No. 400-FZ:

  • IPC is the number of points accumulated by a citizen for all periods of work (points before and after 2015 are kept separately);
  • SPK - the cost of one point, established by authorities and subject to periodic indexation;

  • K is a coefficient that increases the amount of payments when applying for government support later.

The advantages of late retirement include an increase in the amount of payments for each year of later application to the Pension Fund. The law allows the establishment of bonus coefficients for no more than 10 years.

Example

If the application for an insurance payment was made three years after the entitlement became due, the amount of the insurance portion will be increased immediately by 24%, and the amount of the fixed payment will increase by 19%.

Conditions for assigning payments


If an insured event occurs and you contact the Pension Fund of Russia, you must comply with the regulated conditions for assigning payments:

  • age of the applicant: the general requirement of 65 years (men) and 60 years (women) may vary depending on the conditions of state support (for example, for civil servants or municipal officials there is currently a gradual increase in the age for applying for state support);

Important! To apply for a funded payment, it is necessary that the right to receive the insurance portion arises at the same time.

It does not matter how citizens’ savings are managed - through the Pension Fund or Non-State Pension Fund; payments can be assigned simultaneously.
