Evdokimov was placed in pre-trial detention center No. 5 in December last year as part of an investigation into a criminal case of real estate fraud.

Together with Evdokimov, the former director of the Scientific and Technical Center company, Alexander Zolin, was involved in the case. As Kommersant wrote, investigators believe that from 2007 to 2009, the alleged accomplices, through companies controlled by them, acquired rights to the state property of RSK MiG, the value of which was estimated at 200 million rubles.

Neither Zolin nor Evdokimov admitted their guilt.

According to Melnikov from the PSC, one can believe in a contract killing if one of Evdokimov’s cellmates “received an assignment”; The transfer of a prisoner to a cell without video surveillance may also be associated with preparations for an assassination attempt. A member of the PMC is inclined to believe that the murder of the top manager was the result of a conflict with cellmates. “I can assume that this is some kind of domestic conflict. Although, as far as I know, he was a non-conflict person,” one of the lawyers participating in the trial in the Evdokimov case, Pavel Zaitsev, agrees with Melnikov. Almost from the first days of his work, he had a conflict with the long-term mayor of Rostov-on-Don, Mikhail Chernyshev, who, after the resignation of Vladimir Chub, became the personification of the entire Rostov elite, which had greatly “sagged” under the pressure of the Moscow “Varangians”.

Four years of desperate confrontation ended with a “water truce”: Chernyshev was given the post of deputy governor for minor matters, and Sergei Ivanovich, having resigned from the post of vice-governor, began repairing sewers, painting facades, changing the heads of districts, and at the end of his reign he started such a road redistribution in Rostov, that his refusal to further govern the city looked almost like a triumph of justice. According to those who worked with Kushnarev, he has enough experience to lead the million-strong Rostov.

“I came across him as the Minister of Transport and I can say that there were no moments that would allow me to criticize our interaction,” says Andrei Ivanov, city manager of Volgodonsk, former head of the Department of Consumer Market and Services. “Calm, pragmatic, everything.” "does it without unnecessary fuss. In the work of any city manager, Ivanov believes, the most difficult thing is selecting a team. “This is the first and main problem that he will have to solve. For the sake of decency, several people will traditionally participate in the competition for the position of head of the administration of Rostov-on-Don, but Kushnarev’s candidacy is considered agreed upon and satisfactory by all interested parties, primarily the regional governor. However, after the resignation of Sergei Gorban, Vasily Golubev is unlikely to be able to feel calm and confident against the backdrop of the ongoing activity of the old Rostov elite, for whom in 6 years he never became one.
