A pension is assigned to a person according to age restrictions and is a well-deserved reward for labor activity. There are also other types of pensions: for health reasons, for the loss of a breadwinner, and so on. Pensions increase every year. How much will they increase in 2018?

New Year 2018 is coming very soon. For pensioners, it will begin with a more or less joyful event. As the government promises, from the first month of next year, the amount of payments for non-working pensioners will increase by approximately 3.7%. Moreover, the increase will affect only the insurance part of the pension. That is, the part that is due to a person in old age. On average, this figure will increase pension payments to citizens by 400 rubles. Some sources say that pensions will be added no earlier than February 1, as was the case in previous years.

As always, this premium depends directly on the previous year's inflation. And in 2017 it was a little more than 4%. Moreover, next year an even lower level of inflation is expected.

Then, from the second month of spring, that is, from April 1, social pensions will be raised. Such payments are due to people without length of service and those who have lost their breadwinner and the disabled. They will increase by an average of 4.1% across the country.

Working pensioners shouldn't despair too much either. Their monthly payments, according to established tradition, will have to increase in August. At this moment, the results of 2017 will be summed up and pension payments will be recalculated, which is directly dependent on their wages. According to preliminary data, the increase in pensions for working people may amount to a little more than 200 rubles.

Also in 2018, the levels of pension payments to military personnel and people equivalent to them will have to rise.

For people whose pension is below the subsistence level in the coming year, the state will also make a small gift. These payments will be indexed to the average cost of living for the region in which they live.

The news that all pensioners may receive a lump sum payment next year has not yet been confirmed.

As for the capital of our country, Moscow, its government promised to increase pension payments to all citizens by 3,000 rubles per month.

And so, in general, an increase in pensions in 2018 is expected for almost all categories of citizens and we need to look into the future with optimism.

The issue of increasing pensions is very acute for every pensioner in our country. Should we expect an increase in pensions and what will be the increase?

The answer to this question is yes. It is planned to increase pensions this year in several stages.

Firstly, increase in insurance pension has already been made since January of this year, while the increase was made by 3.7%. While the inflation rate over the past year was 3%.

Should pensioners who continue to work wait for indexation?

There are no plans to index pensions for this category of citizens. According to the head of the Ministry of Finance, due to the increase in wage growth, this category of pensioners has every chance and opportunity to increase their income, unlike non-working pensioners. When a pensioner stops working, he can count on recalculation of his pension (taking into account all indexations that were made during the entire period of his work in retirement).

While the pensioner continues to work, he can count on undeclared recalculation, which is held regularly, every year from August 1. This recalculation is made by no more than 3 pension points (depending on the insurance premiums paid).

Promotion social pensions, as well as state pensions are expected from April 1, 2018. This increase will occur by 4.1%.

The size of pensions increases every year. As a rule, the size of the increase depends on the inflation of the previous year. Since January 1, 2018, there has already been an increase in pensions for people receiving it due to old age and with the necessary work experience. What other changes to these payments will occur in 2018?

At the beginning of the year, all non-working pensioners with work experience received an increase in the amount of 3.7% of the insurance part of the pension. This amount was different for everyone, but on average it was about 500-600 rubles. This group of the population should not expect an increase this year. And a lump sum payment, like last year, may not happen either.

Payments to former military personnel were also indexed from January 1, 2018. But another additional payment is being prepared for this category of Russian citizens. It will start on February 1 and will amount to 2,500 rubles. In addition to military personnel, former employees of internal affairs bodies, the Federal Penitentiary Service, and the fire service will be eligible for this pension increase. This additional payment has already been budgeted for the coming year and will be implemented in full.

The next increase this year will already affect citizens who receive a social pension. These include disabled people, children receiving survivor benefits, people with little work experience and small nations of the Far North. From April 1, pensions for this group of the population of our country will increase by 4.1%.

In principle, the state has taken care of increasing pensions for almost all people who can count on it in 2018. Only a portion of working pensioners remained. According to statistics, their number is constantly increasing. If you increase their pension, it will greatly affect the country's budget. Therefore, a couple of years ago a law was passed limiting the indexation of payments to working pensioners until 2020. However, there is a possibility that in August there will still be small changes in the monthly benefit for this group of citizens. At the same time, if a pensioner quits his job, his pension is recalculated and it is increased.

Peculiarities

The social old age pension includes some special features. Let's look at them in more detail.

What does it consist of?

Social pension provision includes several components, namely:

  • the basic amount (it is set at the state level) of the insurance part;
  • insurance part of pension provision;

It is worth emphasizing that the Government of the Russian Federation plans to significantly increase the amount of social old-age pension payments by 2030. In the plans, the minimum social pension should be 3 subsistence minimums.

How is it different from labor?

Social pensions are sponsored by the state budget. If we talk about labor pensions, then the funds for their payments come from insurance contributions, which are withheld from citizens in the process of carrying out their work activities.

Differences for women and men

In fact, there is no difference in the design of social benefits for men and women. The only difference is in the age category.

For the military

Citizens who belong to the category of military personnel can apply for a social pension only if they have a disability group.

The second option for receiving this pension is provided in the event of the loss of a breadwinner. It can be assigned to the family of a serviceman due to his death.

Disabled person

The main conditions for receiving social assistance for disability are considered to be:

  • residence of the applicant exclusively on the territory of the Russian Federation;
  • inability to receive a labor type of pension;
  • the presence of a disability group that limits the work activity of the applicant for social benefits.

The very procedure for establishing the disability group, as well as its degree, is carried out by the ITU medical commission, and already the procedure for providing financial assistance by the Government of the Russian Federation.

For people in the Far North

Residents of the Far North have the right to receive a social pension at the age of:

  • 55 years – for men;
  • 50 years – for women.

Speaking about other conditions, they consist in the fact that all applicants must be indigenous residents of small peoples.

Social old age pension in 2019

In 2019, the conditions and procedure for registration did not undergo major changes, but there are still some nuances. Let's look at them in more detail.

Conditions and procedure for appointment

According to the Federal Law “On State Pension Payments in the Russian Federation”, the following have the right to receive a social pension:

  • citizens who have foreign citizenship, but have been living in the Russian Federation for the last 15 years;
  • citizens who are in the status of “stateless person”;
  • citizens who have Russian citizenship;
  • citizens who for any reason are recognized as disabled.

It is also worth paying attention to the fact that if a person is in the territory of the Russian Federation temporarily, he does not have any rights to receive a social pension.

From what age?

Citizens of retirement age can apply for a social old-age pension, namely:

  • men over 65 years of age;
  • women aged 60 years.

As you can see, you can receive social pension benefits only for 5 years after a person reaches retirement age, which gives the right to receive a labor pension. This is the answer to the question of how old you can get this financial assistance.

Is it allowed without work experience?

Social pension provision was developed by the Government of the Russian Federation primarily for those who do not have the necessary work experience to receive other pension payments.

Based on this, we can say with confidence that citizens who have worked their entire lives unofficially or who have less than 5 years of official work have the right to receive social pensions.

Is it possible to receive it early?

Only small residents of the Far North have the right to receive early social pension provision (according to Decree of the Government of the Russian Federation No. 1049).

These residents include:

  • Aleuts;
  • Itelmens;
  • Nenets;
  • Chukchi;
  • Evenki.

All other citizens of our country receive a social pension on a general basis.

Establishment time frame

Social pension provision can be assigned from the first days of the month when the grounds for its payment arise.

To do this, the applicant just needs to contact the relevant authority and present all Required documents, which confirm the existence of grounds.

Decor

Let's consider the question of how to receive a social pension.

Where to contact?

Citizens who apply for a social pension have the right to apply:

  • to the Pension Fund at your place of residence;
  • or in the MFC (multifunctional public services center), which is located near their place of residence.

You can submit the required list of documents in the following ways:

  • personally;
  • with the help of a trusted person - for this option it is mandatory to issue a notarized power of attorney;
  • using postal delivery through Russian Post - in this case, it is necessary to make an inventory of the contents of the package and send it as a valuable letter.

Documentation

The required list of documents includes:

  • passport of the applicant for receiving a social pension;
  • for citizens who belong to the category of small people of the North, it is necessary to present any document that confirms the presence of a minimum period of residence of 15 years;
  • statement;
  • if you have work experience, you must present it.

How is it calculated?

Many people are interested in the question: what is the amount of the social pension? The answer here is simple - it all depends on the region of residence.

What does the size depend on?

The social old-age pension includes a fixed amount that is 100% of the basic part of the labor pension, which is paid in old age.

But at the same time, it cannot be less than the subsistence minimum, which is established in each specific region of residence.

For this reason, we can say that the size of the social pension directly depends on whether the amount of labor pension provision increases or not.

It is worth noting that in 2019 the average size Social pension by region is about 8.3 thousand rubles.

It is necessary to take into account that if the amount of the social pension is less than the subsistence level in the region, an additional payment is mandatory in order to equate these two indicators.

How much is it in Moscow and the Moscow region?

In 2019, the size of the social old-age pension in Moscow and the region is 7 thousand 800 rubles.

Accrual example

Anna Koltakova lives in Voronezh, and she received a social pension in the amount of 6.5 thousand rubles. However, the cost of living in the region is 9 thousand rubles. Due to the fact that her payment is less than the subsistence level, local authorities local governments are required to make an accrual (surcharge) of 2.5 thousand. After the bonus is accrued, Anna Koltakova receives a pension, which is equal to the subsistence level.

Indexing

Indexation of pension payments is carried out annually in April. Last year, the size of social pension payments was increased by 10.3%.

For example, citizens who have no work experience or less than 5 years, and have reached retirement age, receive 3,600 rubles instead of 2.5 thousand.

If you answer the question of how much the payment amount is now, then it remains unchanged for now.

Delivery methods

The most popular option for receiving a social pension is Russian Post. Recipients of this type of pension have the right to personally contact the post office or have it delivered to their home.

A schedule is being developed according to which each holder of this pension receives financial assistance on a monthly basis on a certain date.

Another option for receiving is to transfer payments to a bank card. Everything is simple here - you need to go to the bank’s cash desk to withdraw them or use an ATM.

It should also be noted that today there are commercial organizations that deliver pension payments to your home. To use their services, you must first contact the Pension Fund and find out about the availability of such companies in your specific region of residence.

Conclusion

Upon reaching the retirement age determined by law, a citizen has the right to receive a legally deserved pension. Making a payment to the Pension Fund is not difficult, but you will still need to comply with some formalities.

  • When assigning a pension, an extract from the medical and social examination report (MSE) of a person recognized as disabled will be required.
  • When applying for a pension, documents are required that confirm the family relationship with the deceased breadwinner (birth (adoption) certificate, marriage or divorce certificate, etc.).

Deadlines for submitting documentation to the Pension Fund

A citizen can begin collecting documents even if he has not yet reached the established retirement age, however, an application can be submitted in advance no earlier than a month before reaching a certain age (obtaining the right to pension benefits). This is necessary for the timely assignment of the required pension, that is, by the time the right to it is acquired, since in practice, there is the possibility of unforeseen situations that may delay the assignment process.

However, if a citizen applies for a pension within a month from the date of dismissal from work, it can be accrued earlier than the day of application, in accordance with paragraph 5 of Article 22 of Law dated December 28, 2013 No. 400-FZ.

The application itself submitted by the pensioner is considered throughout 10 days from the date of his application to the PFR specialist (subject to the availability of a full package of necessary documentation) or from the date of submission of the required documents, if the applicant did not meet the three-month deadline given by the specialist for collecting them. In case of refusal to satisfy the application, specialists notify the citizen within 5 working days about your decision, and if satisfied - insurance pension according to old age everyone is appointed indefinitely and is paid every month.

Russian citizen Ivanova began collecting documents a month in advance, and submitted her application a week before retirement age. During the inspection, PFR specialists discovered that Ivanova had changed her last name due to marriage, and explained to the citizen the need to provide them with a marriage certificate, giving a period of 3 months to complete the package of documents, but the application was still accepted.

Since Ivanova did not have a marriage certificate, she contacted the registry office, where she registered the marriage, receiving a duplicate document. Within a month, the citizen brought the document and the day of application was counted as the day when the application was accepted.

The procedure for assigning and paying pensions

The insurance pension is produced by the territorial body of the Pension Fund of the Russian Federation, in accordance with the law of December 15, 2001 No. 167-FZ “On compulsory pension insurance in the Russian Federation” at the place of residence of the pensioner. When the recipient moves to another place of residence, the payment is made in a new place based on pension file and registration.

Payment of the insurance pension is carried out upon presentation of a passport or other identification document.

The pensioner independently chooses the method of receiving the pension and the organization that delivers the pension. You can receive a pension in several ways:

  • at home or independently at Russian Post;
  • to a bank account or card;
  • through organizing pension delivery: independently or at home.

Having chosen the method of receipt, the citizen should inform the Pension Fund department of his decision: in writing or in in electronic format.

If a pensioner, for any reason, cannot receive a pension, his legal representative (by power of attorney) can do this for him. If the term of the power of attorney exceeds 1 year, then the pension payment will be extended the entire period of validity of the power of attorney, however, the pensioner will have to confirm every year the fact of registration at the place of receipt of the payment.

Conclusion

Some categories of citizens have the right to receive an insurance pension earlier due to certain reasons or the type of work performed. The list of works, industries, professions and organizations, taking into account which it is necessary, is approved by the Government of the Russian Federation.

Social pension is a state payment provided for vulnerable and low-income segments of the population: the elderly, children without a breadwinner, and the disabled. Cash are issued to these persons only if they have no other sources of income. For example, if a pensioner receives monthly payments from the Pension Fund based on his length of service, then he is not entitled to social benefits.

Difference from other types of pensions

  • 200% - in certain areas of Yakutia and the Sakhalin region;
  • 180% - in some cities Krasnoyarsk Territory and Murmansk region;
  • 170% - for those living in the Magadan region;
  • 160% - for the population of Vorkuta and the adjacent region, Kamchatka Territory, etc.;
  • 150% - for pensioners of the Tyumen region, Khanty-Mansi Autonomous Okrug, etc.;
  • 140% - elderly people from certain regions of Karelia, Altai, Khabarovsk Territory;
  • 130% - in some cities of Buryatia, Amur region, etc.;
  • 120% - in Arkhangelsk and Perm regions;
  • 115% - throughout Karelia.

It is recommended that you read the full text of the letter from the Ministry of Labor to find out what pension supplement is due in a particular region. For the most part, the regulation is aimed at regulating the calculation of insurance payments and wages, however, Government Decree No. 216 of 2006 determined that these coefficients should also be applied to social pensions. Therefore, if suddenly an elderly person is denied bonuses, then such a decision can be challenged.

Insurance and government payments will always be higher than social payments. According to statistics for 2017–2018, the latter are inferior to the former by approximately 1.5 - 1.65 times. The state is ready to pay more only to citizens who have distinguished themselves in work or service. For the rest - the subsistence level.
